Building a Safety Culture
The Safety Culture ladder according to Patrick Hudson's 5 levels

On Patrick Hudson's scale, safety culture (VHAT) has 5 levels:

  1. Rudimentary (Pathological):No need to care about safety when you are not caught
  2. Passive (Reactive):Safety is important and is practiced extensively when an accident occurs
  3. Deliberative (Calculative):Existing Systems for Managing Hazards
  4. Proactive (Proactive):Anticipate and prevent issues before they occur
  5. Advanced (Generative):Safety receives attention every day in the business

In aviation, the regulations and guidance on safety culture (VHAT) are described in many documents, such as:

  • Chapter 3 – Safety Culture, Document No. 9859 – Safety Management Manual (4th edition) of ICAO (International Civil Aviation Organization)
  • Safety Management System document No. AC 01-003
