On Patrick Hudson's scale, safety culture (VHAT) has 5 levels:
- Rudimentary (Pathological):No need to care about safety when you are not caught
- Passive (Reactive):Safety is important and is practiced extensively when an accident occurs
- Deliberative (Calculative):Existing Systems for Managing Hazards
- Proactive (Proactive):Anticipate and prevent issues before they occur
- Advanced (Generative):Safety receives attention every day in the business
In aviation, the regulations and guidance on safety culture (VHAT) are described in many documents, such as:
- Chapter 3 – Safety Culture, Document No. 9859 – Safety Management Manual (4th edition) of ICAO (International Civil Aviation Organization)
- Safety Management System document No. AC 01-003

Since 2017, Hung Viet has partnered with Vietnam Airlines Corporation (Vietnam Airlines – VNA) in the process ofbuilding a safety culturefor this unit, with a variety of activities over the years such as the safety culture game (Gamified Safety), and buildingSafety Culture Handbook, organizing training courses on Blue Ocean Strategy, Risk Management, Fatigue Management, and more…
In the time ahead, Hung Viet hopes to continue working alongside other organizations in Vietnam’s aviation industry to build and strengthen safety culture, helping to make safety culture one of the most prominent elements of corporate culture in these organizations and, through that, raising the standing of Vietnam’s aviation industry internationally.
